It does come with a old set of front wheels the only thing missing is the pulleys and wheels. The brackets to mount deck tractor, belt, and pulley covers are included. This is a brand new 54 inch 914A side discharge mower deck. I used them on my 914A rear discharge 60 inch deck the brackets will fit new Holland tc 18 and 21 21dit may other model's call dealer to make sure.
